Insurer-Organized HIE in California Struggles to Get Participation from State’s Hospitals, Physicians, and Clinical Pathology Laboratories

California insurers are building a massive health information exchange (HIE), but so far only one healthcare system is interested in participating

Healthcare Big Data is big business. But it requires large databases with complete records of many patients, including their medical laboratory test results. That’s why two big California insurers would like to build such a data warehouse, however, hospitals and physicians are wary of feeding their patient data into an insurer-organized HIE. Why? Because he who holds data, holds power.

Thus, doctors in California don’t want to give that power to health insurers. Meanwhile, hospitals and health systems in the Golden State that operate accountable care organizations (ACOs) want to protect their own ability to serve patients.

The HIE that is struggling to collect the patient data it needs to be successful is the California Integrated Data Exchange (Cal INDEX). Founded in 2014, it is an independent not-for-profit organization that was created by Anthem Blue Cross and Blue Shield of California—the second and third largest insurers in the state. According to their statement, the two organizations intended to build a statewide health information exchange (HIE) based on electronic patient records that include clinical data from healthcare providers and health insurers.

By the end of 2014, Cal INDEX expected to be “providing physicians and nurses with secure, online access to approximately nine million health information records—or nearly one-fourth of the state’s population,” the statement declared. (more…)

CLMA’s Inaugural ICE Award Recognizes the Initiative at Seattle Children’s Hospital Laboratories that Decreased Unnecessary Genetic Tests while Contributing to Better Patient Outcomes

The Clinical Laboratory Management Association is encouraging medical laboratories to submit abstracts about their programs to deliver more value to patients and physicians through the use of clinical pathology laboratory tests

Now, more than ever, the house of laboratory medicine needs to be publishing clinic studies and evidence that the money spent on appropriate medical laboratory testing is returned tenfold from improved patient outcomes and substantial reductions in the cost per episode of care that can be associated with the use of those lab tests.

It is this credible evidence that can help shape healthcare policy in positive ways, while encouraging government and private payers to recognize the true value of clinical laboratory tests and thus establish adequate reimbursement to insure the continuation of high-quality lab testing services in the United States. There is now little disagreement that the U.S. healthcare system is in the midst of a transformation away from reactive and acute care and to proactive, integrated clinical care. This is why clinical laboratories and anatomic pathology groups across the nation now find themselves at a critical crossroads.

This trend presents medical laboratory managers, pathologists, and clinical chemists who lead the nation’s labs with an important question: When is it time to shift the lab’s focus away from its traditional “lab-centric” emphasis and position the lab as a “patient-centric” clinical service?

Ranking of Nation’s 15 Biggest Accountable Care Organizations (ACOs) Shows Fast Growth of this Model of Integrated Clinical Care

Across the nation, as many as 500 ACOs are organizing or already delivering clinical services to as many as 43 million Americans

There is no better way to track the progress of accountable care organizations (ACOs) than to monitor a list of the largest ACOs in the United States. Many pathologists and clinical laboratory managers already serve patients who are enrolled in ACOs.

Oliver Wyman, a consulting firm headquartered in New York City, is tracking the development of ACOs in different regions of the nation. It recently published the statistics on the number of ACOs and estimated ACO enrollment.

Innovative Clinical Laboratories Use Business Intelligence to Deliver Data Insights that Help Physicians Improve Patient Outcomes and Meet ACO Goals

Clinical laboratories and pathology groups are deploying customer relationship management tools as a way to deliver more value to physicians and other providers

Healthcare’s accelerating shift away from fee-for-service payment and toward value-based reimbursement presents new challenges to clinical laboratories and pathology groups. These new payment models motivate providers to seek strategic partners who can deliver added value.

To succeed in this paradigm, clinical laboratories must differentiate themselves. This will require effective management of client relationships.
